On-line Technical Delivery Authority

Role Summary
As our On-line Technical Delivery Authority you’ll be accountable for the end-to-end technical lifecycle for major projects and work packages.
You’ll be our technical point of contact for the technical aspects of the portal within the On-Line Delivery Team.
You’ll be aligned to a business portal either eCare or eShop, but you must understand all on-line technical areas.
Your focus will be to drive quality within the Online domain, requiring key attributes in technical leadership, technical design governance & technical arbitration.
The role will be the accountability point for driving continuous optimisation and ongoing delivery quality for online platforms and systems.
It’s anticipated the Technical Delivery Authority will provide input into scope of delivery cycles to ensure Vodafone maximise delivery efficiencies.

Essence of Role
1. Drive Strategy Alignment 
Ensure alignment with Online Technical Reference Architecture & roadmaps through consultation with the online architecture team & effective project design delivery governance & leadership. 
Contribute to the technical vision for on-line that supports the eOpco acceleration programme, and the technical aspects of the agile delivery transformation programme. 
Act as an ambassador for technical design and delivery quality into the online domain. 
Ensure the effective implementation of the technical strategy for On-line. through, eOpco acceleration initiatives, and agile delivery methodologies. 
Lead/influence, technical and non-functional requirements generation, assisting the partner Solutions Team; with special emphasis on shaping requirements pertaining to web-centricity, low cost ownership best practice & standards adherence. 
Assist Product Managers for eShop and .co.uk with product technical compliance reviews. 
Lead/influence ongoing optimization activities & quality reviews to drive platform maturity.

2. Technical Design Process within On-Line Delivery. 
Work with Managed Service Solutions Team and… 
Lead or attend Right Ideas workshops, PID Reviews, Collaboration Zones, Scrums & Planning Games representing the Technical aspects of On-Line Delivery. 
Work with Technical Archietcture to analyse business requirements and understand user journey and user experience touch points.to define technical solution options. Lead High Level Designs or equivalent to ensure wherever possible we are engineering product not projects. 
When appropriate feed into programmes, and, or projects delivering into Online, to ensure user experience, web centricity and online transformation programmes are not compromised. 
Perform reviews of the technical deliverable arising from the analysis and design process at appropriate times throughout the work package/project/Heartbeat lifecycle. (Checkpoint reviews). 
Authorise that reviewed technical designs satisfy user experience, requirements, standards and fit with technical roadmaps and reference architectures. Act as the sponsor of technical designs into the Architecture Review Board process for approval.

3. Production of impact assessments and estimates 
Work with Solutions Team, Portal Managers and Managed Service Provider to 
Lead the technical review of work requests, from identification of the initial impacts ensure they are documented as a VROM ( Very Rough Order of Magnitude) 
Lead/attend Collaboration Zones, Right Ideas sessions to obtain clarification of on-line product requirements ensuring these are then accurately reflected in the VROM (or appropriate document). 
Lead the review of ROMs and estimates at appropriate points in the project lifecycle and ensure results are captured and communicated appropriately. 
Authorise reviewed VROMs/ROMs for technical suitability for on-line. 
Carry out assessment of forecasts to contribute toward detailed budget planning for On-line.

4. The delivery process to change or introduce new on-line product. 
Agree the On-line technical plan for On-line product, ensure strategy is not compromised and where it is ensure the risk is brought to attention of senior managers and risk is managed. 
Monitor and review technical aspects of the plan from feasibility through to release, where necessary working with external projects to ensure the on-line technical solution and deliverable are represented. 
Assist Head of Delivery to ensure appropriate resources are applied by suppliers at all stages of work package life-cycle; this includes vetting to an appropriate level on-shore and off-shore staff. 
Assist Head of Delivery to ensure the appropriate technical resources for the project or work package within On-line, IPS, ITPS, Networks, NSU, and Service Operations etc. 
As directed track, mitigate and resolve technical risks, issues and dependencies. Including integration into test environments, staging etc. 
Support transition to live planning, ensure most efficient processes and tools are used to maximise technical quality and through-put. 
Act as a single point of escalation and authority for all technical aspects of On-line Delivery work.

5. Release Management 
Work with Portal/Project/Product Managers to … 
Where appropriate, co-ordinate technical deliveries across multiple projects 
Manage technical issues & risks arising in work packages/projects affecting on-line product. 
Ensure release process are transformed and continuously reviewed for maximum efficiency and quality, work with Service Operation, Managed Service supplier and VTIS to achieve the necessary transformation.

6. Stakeholder Management 
Actively engage with stakeholders, including (but not limited to): 
Global On-Line, VTIS and other Global departments. 
Major Supplier (EDS) 
Project and programme management 
Product management 
UK & Group Strategy & Architecture 
Line Management 
Security and performance 
Service operations 
On-line sub-domains, integration, architecture and service assurance teams.

7. Technical Support 
In a new and novel environment … 
Technically expert on specific technologies within the UK On-Line environment, including, but not limited to: Weblogic, ATG eCommerce, Stellent/Oracle UCMS, Java, HTMAL/CCS,etc. 
Provide assistance to internal customers and external suppliers regarding implementation or support of existing and future technologies defined by online architecture. 
Lead activities to identify and solve platform limiting factors i.e. scalability, capacity, poor implementation, inefficient non standard based coding etc. 
Work with online architecture & group architecture to research and communicate emerging application and enabler technologies to technology and business personnel where appropriate. 
Keep abreast of industry best practice to be in position to advise/assist other teams, including processes and tools used in an agile environment, such as Scrum, continuous integration, automated RB testing. 
Demonstrate a good understanding of all sub-domains within On-line, and a basic understanding of all domains in ITPS and Networks.

8. Process Improvement 
The on-line space is critical to Vodafone’s business going forward, there are a number of transformation programmes that need to deliver and built on to ensure we not only continuously improve but that we meet our goals… 
Recommends improvement actions in line with Vodafone’s continuous improvement techniques. 
Uses technical understanding to drive quicker, cheaper, better. 
Actively seeks and acts on feedback from peers, senior managers, customers and suppliers.

Agreed requirements specification and scope
Be champion of documentation in line with On-line quality team technical readiness criteria. (TOR, HLD, SIASS etc, or substitute as appropriate).
VROMs, ROMs and estimates, White papers; status reports, Plans
Input into and communicate technical road map in partnership with online architecture.
Sign-off compliance of designs against requirements and milestones.
Act as sponsor of HLD approval through the Architecture Review Board governance process.
Successful technical delivery of work packages or projects

Technical/Professional Expertise
Essential role related knowledge, technical skills, qualifications and experience 
Excellent analysis/design skills coupled with proven professional experience in the internet industry specifically in the areas of web design governance and delivery optimisation . 
Proven expertise in web technologies – both presentation and enablement – for a commercial web site in use by 1000’s of customers. These technologies should include, but are not limited to: ATG, Java, Web Analytics, Search, Knowledge Management, HTML/CSS, Weblogic, Stellent, Java … 
Proven track record of driving design & development quality, and optimisation of technical delivery into large scale corporate environments. 
Proven expertise in agile delivery techniques, preferably SCRUM. 
Understanding of operational management for a large commercial web site. 
Understanding of web best practice for customer experience and operational excellence. 
History of successful innovation for internet products and services. 
Excellent communications skills. 
Excellent analytical skills (listening, questioning, challenging etc.) 
Good facilitation skills – able to run workshops/meetings to gain technical understanding of deliverables 
Ability to quickly assimilate knowledge from outside own area of expertise. 
Awareness of Mobile Internet Communication Technologies. 
Proven commercial awareness and appreciation of market pressures. 
Proven appreciation of Process and project management in an agile environment.
